Short answer
A lash lift or tint is allowed, since it only curls or colours your own lashes. Lashes made of human hair are haram, like hair extensions. Synthetic or silk lashes are allowed for a woman in the Hanafi school in principle, but glue on your natural lashes keeps water off them, so many muftis say semi-permanent extensions should not be worn while you are praying.
Attaching human hair is haram. Non-human lashes are permissible adornment for a woman, but water must reach the natural lashes in wudu and ghusl, so lashes glued onto them must come off before purification. A lash lift or tint is permissible. Men may not wear false lashes.
The four schools agree on this.
Explanation
The Prophet ﷺ cursed the woman who joins hair to her hair and the woman who has it done. The Hanafi scholars apply this to human hair, which is part of a person and not to be used as a beauty product. Lashes made of human hair fall under the same ruling. Most lashes sold today are synthetic, silk or mink, and in the Hanafi school non-human hair may be added for a woman, as explained in are hair extensions haram.
The wudu problem. Washing the face in wudu includes the eyelashes. Semi-permanent extensions are glued to your natural lashes and stay for weeks, and many Hanafi muftis say the glue keeps water off the part it covers. So they advise women who pray not to have them, or to have them only when not praying, such as during a period, and to remove them before the ghusl that follows. Strip lashes worn for an evening are simpler: take them off before wudu.
Lash lifts and tints. A lift curls your own lashes and a tint colours them. Nothing is added and nothing coats the lash once it is done, so wudu is valid and this is allowed. Mascara may be worn, but most kinds coat the lashes, so wash it off before wudu.
Who sees them. Lashes are adornment. Keep a dramatic look for your husband, other women and mahrams rather than non-mahram men; see is wearing makeup haram. Men should not wear false lashes or extensions at all, because they are a women's beauty practice.

Quran, Surah Al-Maaida 5:6
O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles. And if you are in a state of janabah, then purify yourselves. But if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women and do not find water, then seek clean earth and wipe over your faces and hands with it. Allah does not intend to make difficulty for you, but He intends to purify you and complete His favor upon you that you may be grateful.
Water must reach the whole face in wudu, including the lashes.
Quran, Surah An-Noor 24:31
And tell the believing women to reduce [some] of their vision and guard their private parts and not expose their adornment except that which [necessarily] appears thereof and to wrap [a portion of] their headcovers over their chests and not expose their adornment except to their husbands, their fathers, their husbands' fathers, their sons, their husbands' sons, their brothers, their brothers' sons, their sisters' sons, their women, that which their right hands possess, or those male attendants having no physical desire, or children who are not yet aware of the private aspects of women. And let them not stamp their feet to make known what they conceal of their adornment. And turn to Allah in repentance, all of you, O believers, that you might succeed.
Women's adornment is kept from non-mahram men.
