Short answer
Yes. A committee, where a group pays the same amount each month and one member takes the whole pot each turn, is a set of interest-free loans and is halal. It becomes haram if the pot is auctioned so someone takes less to get it earlier, or if anyone ends up receiving more or less than they paid in.
A rotating savings group is permissible as mutual qard (interest-free loans). Each member must receive exactly what he paid in. Deciding the order by agreement or by drawing lots is allowed. Auction or bidding committees, where a member accepts a discount to take the pot early, involve riba and are not allowed.
The four schools agree on this.
Explanation
Committees go by many names: kameti or BC in South Asia, susu in West Africa and the Caribbean, gameya in Egypt, tanda in Latin America. Ten friends each pay $500 a month; each month one of them takes $5,000. After ten months everyone has paid $5,000 and received $5,000. The early takers have borrowed from the group, and the later ones have lent to it.
Deobandi muftis, including fatwas of Darul Uloom Deoband and Darul Uloom Karachi, allow this, as long as it stays an exchange of equal loans. The Prophet ﷺ praised the Ash'ari tribe who, when food ran short, pooled what they had and shared it equally, saying, "They are of me and I am of them."
Keep it halal:
- Equal in and out: everyone receives exactly the total they pay.
- No bidding: in a "bidding" or "auction" committee, someone takes $4,600 instead of $5,000 to get it now, and the $400 goes to the others. That is a discount for time, which is riba.
- Lots for order are fine: drawing names decides who borrows first, not who wins money.
- Organiser: if the organiser takes a fee, it should be a fixed amount for his work, agreed by all, not a cut that grows with the pot.
- Write it down (2:282): names, amounts, order, and what happens if someone stops paying or dies. A member who dies owes his remaining instalments from his estate, or is owed his payments back.
A committee can help people save and buy things without interest. See Are loans haram? On zakat: money you have paid in is a loan owed to you, and is zakatable, while the pot you received but owe back is a debt. See Do debts reduce zakat?

Quran, Surah Al-Maaida 5:2
O you who have believed, do not violate the rites of Allah or [the sanctity of] the sacred month or [neglect the marking of] the sacrificial animals and garlanding [them] or [violate the safety of] those coming to the Sacred House seeking bounty from their Lord and [His] approval. But when you come out of ihram, then [you may] hunt. And do not let the hatred of a people for having obstructed you from al-Masjid al-Haram lead you to transgress. And cooperate in righteousness and piety, but do not cooperate in sin and aggression. And fear Allah; indeed, Allah is severe in penalty.
Helping one another with interest-free savings is cooperation in good.

O you who have believed, when you contract a debt for a specified term, write it down. And let a scribe write [it] between you in justice. Let no scribe refuse to write as Allah has taught him. So let him write and let the one who has the obligation dictate. And let him fear Allah, his Lord, and not leave anything out of it. But if the one who has the obligation is of limited understanding or weak or unable to dictate himself, then let his guardian dictate in justice. And bring to witness two witnesses from among your men. And if there are not two men [available], then a man and two women from those whom you accept as witnesses - so that if one of the women errs, then the other can remind her. And let not the witnesses refuse when they are called upon. And do not be [too] weary to write it, whether it is small or large, for its [specified] term. That is more just in the sight of Allah and stronger as evidence and more likely to prevent doubt between you, except when it is an immediate transaction which you conduct among yourselves. For [then] there is no blame upon you if you do not write it. And take witnesses when you conclude a contract. Let no scribe be harmed or any witness. For if you do so, indeed, it is [grave] disobedience in you. And fear Allah. And Allah teaches you. And Allah is Knowing of all things.
The loans in a committee should be recorded.
Sahih al-Bukhari 2486
Sahih... جمعوا ما كان عندهم في ثوب واحد ثم اقتسموه بينهم في إناء واحد بالسوية فهم مني وأنا منهم ...
"They gather what they have in one cloth, then share it equally among themselves with one vessel. They are of me and I am of them."
Pooling resources fairly among a group is praised.
