Short answer
Yes, a Roth IRA can be halal. It is only an account with a tax rule attached, so what matters is what you hold inside it. Shariah-screened funds or screened shares are fine; the default cash sweep, bond funds, CDs and target-date funds are not.
Opening a Roth IRA is permissible (mubah), since the tax treatment is a law of the state, not a contract of riba. Investing inside it follows the normal rules: halal shares and Shariah-compliant funds are permitted, and interest-bearing holdings are haram.
The four schools agree on this.
Explanation
A Roth IRA is an individual retirement account in the US. You pay in money that has already been taxed, and growth and qualified withdrawals later are tax free. None of this involves riba. The account is like a box: the box is neutral, and the question is what you put in it. The same is true of a Traditional IRA, where the tax break comes at the start instead.
What makes it halal or haram inside:
- Halal: Shariah-compliant mutual funds and ETFs that screen out banks, alcohol, gambling and heavy debt, or individual shares that pass the screens in Are stocks halal?
- Not halal: bond funds, money market funds, CDs, target-date funds that hold bonds, and broad index funds. See Are index funds halal?
- Watch the cash: many brokers sweep uninvested cash into an interest-paying account. Turn this off if you can, and give away any interest you receive without hoping for reward.
The early-withdrawal penalty is a charge set by tax law, not interest on a loan, so it does not make the account haram. Avoid borrowing against retirement funds with interest. Purify the small haram part of dividends as your fund or screening app advises.
Zakat is due on the zakatable value of what is in the account each year, even though you cannot touch it without a penalty. See zakat on 401k and IRA for how to work it out. The same principles apply to a 401k or workplace pension, covered in Is a pension or 401k halal? Contemporary scholars of the four schools apply the same screens. This is general guidance, not advice on any fund.

Quran, Surah Al-Baqara 2:275
Those who consume interest cannot stand [on the Day of Resurrection] except as one stands who is being beaten by Satan into insanity. That is because they say, "Trade is [just] like interest." But Allah has permitted trade and has forbidden interest. So whoever has received an admonition from his Lord and desists may have what is past, and his affair rests with Allah. But whoever returns to [dealing in interest or usury] - those are the companions of the Fire; they will abide eternally therein.
Owning a share of a halal business is trade; earning interest is not.
Quran, Surah Al-Maaida 5:2
O you who have believed, do not violate the rites of Allah or [the sanctity of] the sacred month or [neglect the marking of] the sacrificial animals and garlanding [them] or [violate the safety of] those coming to the Sacred House seeking bounty from their Lord and [His] approval. But when you come out of ihram, then [you may] hunt. And do not let the hatred of a people for having obstructed you from al-Masjid al-Haram lead you to transgress. And cooperate in righteousness and piety, but do not cooperate in sin and aggression. And fear Allah; indeed, Allah is severe in penalty.
Holding bonds or haram companies means financing what Allah forbids.
Sahih al-Bukhari 52
Sahih...
"The halal is clear and the haram is clear, and between them are doubtful matters."
Choose clearly screened holdings over mixed ones.
Where the ruling is recorded
- Mufti Taqi Usmani, An Introduction to Islamic Finance, Chapter on Islamic investment funds. Equity funds are lawful when the holdings meet the Shariah conditions.
- AAOIFI Shari'ah Standards, Standard on financial papers (shares and bonds). Screens for shares and the prohibition of interest-bearing bonds.
