Short answer
Yes. In a committee (BC, kameti, pardner or other savings circle), the instalments you have paid in but not yet received are money owed to you, so they are zakatable. After you collect the pot, the instalments you still have to pay are a debt you owe, which you subtract when they fall due.
Contributions to a rotating savings circle are a loan to the other members. Before you collect, they are a debt owed to you by people who will pay (dayn qawi) and zakatable each year, payable yearly or when received. After you collect, your remaining instalments are a debt owed, deducted as instalments fall due.
The four schools agree on this.
Explanation
In a committee, each member pays a fixed amount every month, and each month one member takes the whole pot, until everyone has had a turn and has received exactly what they paid in. Many scholars, Hanafi muftis among them, treat this as a mutual interest-free loan, which is why it is allowed when no one gets more than they paid.
Before your turn: everything you have paid in is a loan you will get back. Add it to your zakatable wealth on your zakat date. For example, if you have paid six instalments of 500 dollars and have not yet had your turn, add 3,000 dollars. You may pay its zakat each year, or pay for the past years when you receive the pot; paying yearly is simpler.
After your turn: whatever is left of the pot in your account is counted like any cash. The instalments you still owe are a debt. Following the view many Hanafi scholars take on long-term debts, subtract the instalments due in the coming twelve months; see do debts reduce your zakat.
The other schools also count a loan you expect to get back as zakatable. For other money owed to you, see zakat on money owed to you, and add it all up in the zakat calculator.

O you who have believed, when you contract a debt for a specified term, write it down. And let a scribe write [it] between you in justice. Let no scribe refuse to write as Allah has taught him. So let him write and let the one who has the obligation dictate. And let him fear Allah, his Lord, and not leave anything out of it. But if the one who has the obligation is of limited understanding or weak or unable to dictate himself, then let his guardian dictate in justice. And bring to witness two witnesses from among your men. And if there are not two men [available], then a man and two women from those whom you accept as witnesses - so that if one of the women errs, then the other can remind her. And let not the witnesses refuse when they are called upon. And do not be [too] weary to write it, whether it is small or large, for its [specified] term. That is more just in the sight of Allah and stronger as evidence and more likely to prevent doubt between you, except when it is an immediate transaction which you conduct among yourselves. For [then] there is no blame upon you if you do not write it. And take witnesses when you conclude a contract. Let no scribe be harmed or any witness. For if you do so, indeed, it is [grave] disobedience in you. And fear Allah. And Allah teaches you. And Allah is Knowing of all things.
A committee is a set of loans with fixed terms, so it helps to record who has paid what.
Where the ruling is recorded
- al-Durr al-Mukhtar with Radd al-Muhtar, Kitab al-Zakat, on the three kinds of debt. A loan owed by someone who acknowledges it is zakatable each year, paid when received or before.
- al-Hidaya, Kitab al-Zakat, opening section on debt preventing zakat. Debts owed reduce zakatable wealth.
