Short answer
Normally no. The Quran says Shaytan and his tribe see us "from where you do not see them" (7:27). But jinn can take visible forms by Allah's permission, as when the Prophet ﷺ caught a jinn that tried to disturb his prayer. Most claims of seeing jinn should be met with caution.
Belief in jinn is required, and the default is that they are unseen. Seeking to see, summon or contact jinn is haram. Someone who believes he is troubled by jinn should use the sunnah adhkar and ruqyah from the Quran and see a doctor where needed.
The four schools agree on this.
Explanation
Allah warns: "Indeed, he sees you, he and his tribe, from where you do not see them" (7:27). Jinn are part of the unseen world, and their true form is hidden from human eyes.
There are exceptions in authentic hadith. The Prophet ﷺ said a strong jinn (an ifrit) came at him one night to cut off his prayer, and Allah gave him power over it. He wanted to tie it to a pillar of the mosque so people could see it in the morning, but he remembered the dua of Sulaiman for a kingdom no one after him would have (38:35), and let it go. Sahih al-Bukhari also reports Abu Hurayrah catching a thief while guarding the zakah food, who turned out to be a devil. Animals may see what we cannot: he said that when you hear a donkey bray, seek refuge in Allah, for it has seen a devil.
So jinn can appear, usually in the form of a person or an animal. Still, most stories of "seeing jinn" have simpler causes: tiredness, fear, sleep paralysis, illness or suggestion. Do not jump to jinn for every shadow or sound, and do not ignore medical help. See Is mental illness caused by jinn?
Do not try to see or call them. Protect yourself and your home with the morning and evening adhkar, Ayat al-Kursi and Surah al-Baqarah. See How do you protect your house from shaytan? and Jinn in Islam.
The evidence
Quran, Surah Al-A'raaf 7:27
O children of Adam, let not Satan tempt you as he removed your parents from Paradise, stripping them of their clothing to show them their private parts. Indeed, he sees you, he and his tribe, from where you do not see them. Indeed, We have made the devils allies to those who do not believe.
Jinn normally see us while we do not see them.
Quran, Surah Saad 38:35
He said, "My Lord, forgive me and grant me a kingdom such as will not belong to anyone after me. Indeed, You are the Bestower."
The dua of Sulaiman the Prophet ﷺ remembered when he caught the jinn.
