Short answer
No, not as a beauty look. Foundation, lipstick, eyeshadow, coloured nail polish and similar products are women's adornment, and the Prophet ﷺ cursed men who imitate women, so they are not allowed for men in the Hanafi school or the other schools. Skin care, sunscreen, clear lip balm and covering a scar or skin condition are fine.
Using women's cosmetics for beautification is makruh tahrimi for men as imitation of women. Moisturiser, sunscreen, clear lip balm, medicated creams and discreetly covering a scar or skin condition are permissible.
The four schools agree on this.
Explanation
Ibn Abbas reported that the Prophet ﷺ cursed men who imitate women and women who imitate men. A curse marks a serious sin. Makeup worn to look beautiful is a women's practice in nearly every culture, so a man who wears foundation, contour, lipstick, eyeshadow, false lashes or coloured nail polish is imitating women. The four schools agree on this.
What is fine. Looking after your skin is not makeup. Moisturiser, sunscreen, acne treatment, a clear balm for dry lips and beard oil are all allowed. Covering a birthmark, scar, burn or skin condition with a little concealer so it does not draw attention is treating a defect, which many muftis allow, as long as it does not become a made-up look. Kohl from ithmid is a separate matter; see is kohl sunnah for men.
Special cases. Powder to stop shine under studio lights, or stage makeup for a play, raises its own questions, so ask a mufti about your exact case. Makeup to look like a woman for a costume is not allowed; see men wearing women's clothes.
Wudu. Anything that leaves a waterproof layer on the skin must be removed before wudu. Clear balms and moisturisers that soak into the skin are not a problem.
The Prophet said that Allah is beautiful and loves beauty. For a man that means clean clothes, a groomed beard, good scent and a neat look rather than cosmetics; see perfume for men.
