Short answer
Yes. The ostrich is not a bird of prey and has no hunting talons, so it is halal in all four schools when slaughtered the Islamic way, with Allah's name. Ostrich eggs are halal too.
Ostrich is halal (mubah) like other birds that do not hunt with talons, such as chicken, duck and pigeon. It must be slaughtered by zabiha.
The four schools agree on this.
Explanation
The Sunnah forbids birds that hunt with talons, such as eagles, hawks and falcons. Every other bird that is not repulsive is halal. The ostrich is a large grazing bird that eats mainly plants; it has strong feet but does not seize prey with its claws. The classical scholars treated it as lawful, and the four schools agree.
Ostrich farms exist in South Africa, the US, Australia and Europe, and ostrich steaks and mince are sold as a lean red meat. As with any bird, the meat is halal only if the bird was slaughtered by cutting the throat with Allah's name. Ask the farm or supplier, or look for a halal certificate.
Ostrich eggs are halal, as are emu and rhea, which are similar flightless birds. Ostrich leather is also fine to wear and pray in once tanned.
For other birds and animals, see duck, chicken and which animals are haram.
The evidence
Quran, Surah Al-Maaida 5:4
They ask you, [O Muhammad], what has been made lawful for them. Say, "Lawful for you are [all] good foods and [game caught by] what you have trained of hunting animals which you train as Allah has taught you. So eat of what they catch for you, and mention the name of Allah upon it, and fear Allah." Indeed, Allah is swift in account.
Wholesome animals are lawful by default.
Sahih Muslim 1934
Sahih...
"He forbade every predator with fangs and every bird with talons."
Only birds that hunt with talons are excluded; the ostrich is not one of them.
