Short answer
Yes, you may perform Hajj every year; only the first is fard and the rest are voluntary and rewarding. Many Hanafi scholars rank a voluntary Hajj above voluntary charity, but when people around you are in real need, or a repeat Hajj takes a place from someone who has never been, helping them is often better.
Hajj is fard once; further Hajjs are nafl. In the view cited by Ibn Abidin, a nafl Hajj is better than nafl sadaqah, while scholars note that relieving dire need can take priority. Nafl Hajj must not come at the cost of fard duties such as family support and debts.
The four schools agree on this.
Explanation
When asked whether Hajj is every year, the Prophet ﷺ said that if he had said yes, it would have become obligatory, so it is once. He also encouraged following Hajj with umrah repeatedly, because they remove poverty and sins. Many of the early Muslims went on Hajj often.
- First, the duties: spend on your family, pay debts and zakat, and make up missed worship before a voluntary Hajj.
- Voluntary Hajj or charity: Hanafi texts discuss this. The view Ibn Abidin cites prefers the nafl Hajj, as it joins worship of the body and of wealth. Scholars of all schools agree that feeding the starving or saving a life comes first.
- Quotas today: each country gets a limited number of Hajj places. Many scholars advise those who have done Hajj to leave places for first-timers, or to give the cost to help someone perform his fard Hajj.
- Hajj badal: another option is to perform Hajj for a deceased parent (see Hajj badal).
Whatever you choose, intend it for Allah and keep the trip free of show. See who must perform Hajj for the fard Hajj.
The evidence
Quran, Surah Aal-i-Imraan 3:97
In it are clear signs [such as] the standing place of Abraham. And whoever enters it shall be safe. And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a way. But whoever disbelieves - then indeed, Allah is free from need of the worlds.
The duty of Hajj is on those who are able, once.
