Short answer
Yes, in the Hanafi school. On 10 Dhul Hijjah the order stoning, then sacrifice, then shaving is wajib for tamattu and qiran pilgrims, and stoning before shaving for ifrad. Changing it requires a dam in Abu Hanifa's view, which is the fatwa. The other schools say the order is sunnah.
The order of rami (stoning Jamrat al-Aqabah), dhabh (the hady sacrifice) and halq (shaving) is wajib for the qarin and mutamatti; for the mufrid, stoning must come before shaving. Breaking the order, even by mistake, requires a dam. Tawaf al-ifadah may come before or after them.
Other madhhabs
- Shafi'i
- The order is sunnah; changing it has no penalty.
- Hanbali
- The order is sunnah; changing it has no penalty, especially by mistake or ignorance.
- Maliki
- Most changes have no penalty, but shaving before stoning requires a fidyah.
Explanation
On the 10th the Prophet ﷺ stoned, then sacrificed, then shaved, then did tawaf. When people asked him about doing one before another, he said: "Do it, there is no harm." Abu Hanifa took "no harm" to mean no sin for those who did not know, not that no dam is due, and supported this with a report from Ibn Abbas requiring a dam for bringing a rite forward. His two students held there is no dam.
- Tamattu and qiran: stone Jamrat al-Aqabah, then the hady is slaughtered, then shave. Shaving before the sacrifice is done means a dam.
- Ifrad: stone, then shave. The sacrifice is optional for you.
- Tawaf al-ifadah: doing it before the others is allowed with no dam, though the sunnah order is to do it after.
The modern problem: most pilgrims buy their hady through a bank voucher or agent and do not see the slaughter. A Hanafi pilgrim doing tamattu or qiran must not shave until he is sure the animal has been slaughtered. Ask your group for the confirmed time, or appoint a trusted person who will call you. If you shaved before it was done, a dam is due. See the hady of tamattu.

The evidence
Quran, Surah Al-Baqara 2:196
And complete the Hajj and 'umrah for Allah. But if you are prevented, then [offer] what can be obtained with ease of sacrificial animals. And do not shave your heads until the sacrificial animal has reached its place of slaughter. And whoever among you is ill or has an ailment of the head [making shaving necessary must offer] a ransom of fasting [three days] or charity or sacrifice. And when you are secure, then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned [home]. Those are ten complete [days]. This is for those whose family is not in the area of al-Masjid al-Haram. And fear Allah and know that Allah is severe in penalty.
Shaving comes after the sacrifice.
Quran, Surah Al-Hajj 22:29
Then let them end their untidiness and fulfill their vows and perform Tawaf around the ancient House."
After the sacrifice comes shaving and grooming.
Sahih al-Bukhari 83
Sahih...
"Do it, and there is no harm."
The basis of the majority view; Abu Hanifa read it as no sin.
